Trump's Progressive Warning Overlooks The Continent's True Threat: Economic Decline.

Donald Trump's security policy document presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" agendas pose an grave risk to European civilization. However, this argument rests on a serious misreading of the situation. The true danger facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Divide Between the US and Europe

Statistics paint a sobering contrast. From 2008 and 2023, US GDP surged by 87%, while a mere 13.5% growth for the EU. During this period, EU GDP per capita dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Shortfall: The Core Problem

This widening economic gap is driven by superior productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in the European continent.

This disparity raises a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts concede it is essentially a contest between two between the United States and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. The EU still lacks a true capital markets union, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder Europe. A American entrepreneur can launch a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Key analyses on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and rule changes, these assets could support far greater degrees of commercial innovation.

The continent retains significant advantages: skilled human capital, top-tier education systems, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, without bold steps to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
